These are nothing more than foam-like pieces that can be mounted above and over your windows as your new valance. They work by you selecting your fabric or fabrics and wrapping them in whichever way you like around that foam core. Next, you just need to stick it and mount it as instructed.
Another option is to go with a window scarf valance. These type of valances are simple, but can reveal an elegant looking window treatment when required and is especially true if your fabrics are made of a more luxurious fabric (like a velvet or silk). How these scarf valances works (as the name implies) is that they are draped and hung around the curtain rod, giving it a scarf-like appeal.
